Public Safety Consultants, LLC provides a specialized package of services to meet the needs of municipal fire and police departments in Massachusetts. Our team of professionals possess years of progressive experience in law enforcement, education, municipal and personnel management. Each member of our team has received extensive training and certification. Chief Russ Stevens has over 37 years of proactive law enforcement experience. He has held a wide array of operational and administrative positions within both state and local municipalities. His career in law enforcement reflects the commitment to police officer training and development, department policy and procedures, and community-oriented policing. Prior to his current position, Chief Stevens served on the Connecticut State Police, retiring as the Chief of Staff to the Colonel. He has taught a variety of law enforcement topics to numerous agencies for the past twenty-nine years. He has received specialized training in the development of assessment centers from the International Association of Chiefs of Police.
Chief Stevens holds a Masters in Criminal Justice and a Bachelor’s in Communication. He is a graduate of the Federal Bureau of Investigations National Academy and is currently the President of the Massachusetts Police Accreditation Commission. Chief Stevens is a Past President of both the Massachusetts Chiefs of Police Association as well as the Municipal Police Training Institute. He also serves as an adjunct professor within Merrimack College’s Criminal Justice department.
Chief A. Wayne Sampson, Retired
A. Wayne Sampson, Ret. has 50 years of progressive law enforcement experience in Massachusetts. After retiring from Municipal Policing, Chief Sampson served 10 years as Executive Director for the Massachusetts Chiefs of Police Association and four years as Deputy Director of the Cape Cod Municipal Police Academy. Chief Sampson is a Past President of the Massachusetts Chiefs of Police Association.
Since 2000, he has been a director of what is now Public Safety Consultants, LLC specializing in public safety recruitment, promotions, and Assessment Centers. PSC has provided service to over 150 Massachusetts communities. He has received specialized training in the development of assessment centers from the International Association of Chiefs of Police and the Public Safety Institute, Institute of Police Technology and Management, University of North Florida.
Chief Sampson holds a Bachelor of Science in Education, Master of Criminal Justice, and Juris Doctorate Degree, is a member of the Massachusetts Bar, and is a graduate of the 156th Federal Bureau of Investigation National Academy.
